This Terms of Reference is outcome-based. It defines the results the two Ministries of Education seek and the standards the work must meet, and it gives the firm the responsibility and professional freedom to determine how best to achieve them. The firm is accountable for outcomes, not for executing a prescribed list of tasks.
The Governments of the Commonwealth of Dominica and Grenada have received financing from the Global Partnership for Education through the World Bank for the Windward Islands Sector Transformation for Learning Enhancement (WISTLE) Project. The Ministries of Education intend to jointly procure a consulting firm to develop, pilot and support implementation of enhanced lower-secondary curricula and aligned assessment systems. The assignment will produce common regional solutions while contextualizing outputs for each country.
The WISTLE Project is a regional initiative supporting Dominica, Grenada, Saint Lucia, and Saint Vincent and the Grenadines in strengthening education systems through curriculum reform, teacher professional development, education technology, assessment systems, and institutional capacity building. Under Component 2 – Enhanced Lower Secondary Curriculum and Assessment Strategy in Grenada, the Ministry of Education seeks to recruit a qualified National Consultant to provide technical, operational, and coordination support for the implementation of curriculum reform and learning assessment activities.
The Government of Grenada, as part of the overall Climate-Resilient Agriculture for Integrated Landscape Management Project funded by the Global Environment Facility, has directed the review and update of the 2021 Grenada National Land Policy. This review and update builds on the work completed and approved by the previous Government in 2021 and from an initial review conducted in 2022 by a committee set up by the new Government.
