National Stakeholder Consultation – New Draft Regulations for Electronic Communications

The Eastern Caribbean Telecommunications Authority (ECTEL) will host a One-Day Regional Stakeholder Consultation Workshop on the 14th  April, 2016 at the Royal St. Lucian Hotel, Rodney Bay St. Lucia.  Regional participants will be join the workshop in Saint Lucia via webinar.

The consultation workshop will focus on the following new Draft Regulations –

(i) Sharing of Infrastructure and Wholesale Services: (ii)Access to Essential Facilities and Cable Landing Stations; (iii) Retail Pricing; (iv) Consumer Protection: (v) Infrastructure Sharing; (vi) Assessment of Market Power.

The Consultation Workshop will be facilitated by the Consultants – Great Village International Consultants, Bird & Bird and JIDCOM. The participants will be telecommunications and ICT service providers, consumers’ representatives, private and public sector agencies, the media and the legal fraternity.

The consultation is expected to sensitize stakeholders to key provisions, receive feedback and provide clarification on the regulations.

The consultation workshop forms part a series of activities which are being undertaken by ECTEL this week in Saint Lucia.

The other events are the seventy fourth meeting of the ECTEL Board of Directors, the thirty-third meeting of the ECTEL Council of Ministers and the fourth regulatory seminar for Ministers of Telecommunications in the Eastern Caribbean.

ECTEL was set up in 2000 to regulate the telecommunications sector in the following states - Grenada, Commonwealth of Dominica, St. Kitts and Nevis and St. Vincent and the Grenadines.

The government of Antigua and Barbuda and Montserrat have been participating, as observers, in the deliberations of the ECTEL Council from 2012.
