ST. GEORGE'S, GRENADA, Friday, March 14, 2013 - GIS:
The Public Accounts Committee (PAC) of the House of Representatives of the Ninth Parliament met for the first time on Wednesday, March 12, 2014 at the Ministerial Complex in Tanteen under the Chairmanship of Senator Dr. George Vincent.

Members of the Public Accounts Committee are Senator Dr. George Vincent as Chair; other members are Hon. Yolande Bain-Horsford, Hon. Tobias Clement and Hon. Clifton Paul. Also in attendance at the meeting were the Ag. Director of Audit, Mrs. Isha Abraham and Mr. Samuel Louis Obike, Account General.

The Standing Orders of the House of Representatives provides for the appointment of a Senator to be chair of the Committee when the Lower House has no Opposition Members.

Last year the Standing Orders Committee of the House of Representatives amended the Standing Orders to erase some lingering ambiguity related to the selecting of the chair of the Committee and the exact nature of the Public Accounts Committee itself.

Public Accounts Committees are central to the effective performance of Parliaments of the Westminster Parliamentary Democratic type and are elected at the start of each Parliamentary session.

The PAC is mandated to hold the Government accountable for the proper management and administration of public funds. It performs this function by examining the audited accounts of Government Ministries and Departments and Statutory Bodies. The PAC has the authority to summon senior Public Servants and Managers of State Corporations to appear at Committee meetings. The public at large and the media houses may attend and report on the public hearings held by the Committee.

The Public Accounts Committee agreed, at its first meeting in three (3) years, to meet monthly and complete the examination of the Audited Statement of Accounts for 2008, 2009 and 2011 before the end of 2014.

The Government accounts for 2011, 2012 are past due for presentation to the Director of Audit’s office. However, the Accountant General’s Department has agreed to have the accounts brought up to date by the end of July 2014.

Former Leader of the Opposition and present Prime Minister, Dr. Rt. Hon. Keith Mitchell was chair of the Public Accounts Committee for the Eighth Parliament which last met in March 2011.
