MISSION STATEMENT

To effectively promote Grenada’s interest within the Community of Nations in order to enhance its image and development.

VISION

To create a Ministry that can effectively advance Government’s Foreign Policy and assist in its conduct and formulation.

ABOUT US

Every sovereign state has a Department which coordinates the conduct of its relations with the outside world.

The Ministry of Foreign Affairs of Grenada is the entity responsible for the formulation and execution of the foreign policy of the State of Grenada as it involves the bilateral or multilateral relations with other states and with regional and international organizations.  Indeed, the Ministry serves as the formal point of contact with the international community.

The Ministry is headed by the Minister of Foreign Affairs who provides policy guidance.  The assistance of the Permanent Secretary and headquarters’ staff and the several Overseas Missions is critical in this process.

The Mission of the Ministry is to effectively promote Grenada’s interest within the Community of Nations in order to enhance its image and development.

This cannot be done in isolation, and as such, the Ministry must liaise and coordinate with other Ministries and Departments, Foreign Governments, Regional and International Organizations and other Stakeholders to fulfil this mandate.

Each sovereign state organizes its Ministry according to the country’s needs, capabilities, human capacity and financial resources, and in Grenada’s case, the organizations are as follows:

ADMINISTRATIVE DIVISION

The Administrative Division is made up of Sub-Units namely; Accounts, Personnel, Registry, Secretariat and Transportation.

This Division provides general administrative support for the activities of the Ministry.  It also facilitates contact and improves the flow of information between the Ministry and other Ministries / Departments, Missions, Foreign Governments and Institutions.  It manages the Ministry’s financial and human resources.

POLICY AND RESEARCH DIVISION

The Policy and Research Division is a specialized Unit within the Ministry of Foreign Affairs, charged with the responsibility of assisting in the formulation and development of Grenada’s Foreign Policy and by extension, the implementation of the Policy objectives.

As a result, it has huge influence on most of the technical work produced by the Ministry.

The Division is organized into two sections: 

  1. Bi-lateral – for the conduct of relations with other states; and
  2. Multi-lateral – for the conduct of relations with regional and international organizations.

Bi-Lateral Unit
The Bilateral Unit, as the name suggests, is principally charged with the co-ordination and management of Grenada’s bi-lateral relations with countries with which it has diplomatic ties.  The workload is divided according to the following geo-political regions:

(a) Caribbean Affairs
(b) Inter-American Affairs
(c) European Affairs
(d) Asia, Africa and Middle Eastern Affairs

The actual work of this Unit consists of two broad functions:

  1. Research
  2. Analysis.

Indeed, both are integral to policy formulation and development and would be reflected in the output of briefs, aide memories, discussion papers, statements, messages, speeches, diplomatic notes, press releases memoranda, etc.

In keeping with its broad mandate alluded to above, all activities are geared towards the fulfilment of the country’s various Foreign Policy Objectives.  Foremost among is the maximization of opportunities for economic and technical co-operation.

Additionally, the development and maintenance of friendly relations with all countries is given priority.

Multi-lateral Unit

Although small in size, Grenada proudly participates as a sovereign and independent state, in international dialogue with a view to contributing to the promotion of world peace and development.

As a result, within the limitations of its financial and human resources, the country seeks to influence the decision making process in the major multi-lateral settings, on matters of currency, particularly as it relates to its own national socio-economic and political imperatives.

Our engagements in this regard are mainly concentrated within the framework of the:-

  1. United Nations
    - Political and economic issues i.e.
    - Middle East
    - Law of the Sea
    - Drug Trafficking
    - Terrorism
    - Democracy
  2. OAS
  3. Commonwealth
  4. ACP / EU Relations
  5. Non Aligned Movement
  6. Specialized Agencies
    - FAO
    - UNDP
    - WHO
    - UNESCO

Attendance at meetings of the above-cited Organizations and Institutions are critical in the quest to maximize on the opportunities available for technical and economic assistance in these fora.

Since the Ministry has no Legal Department, the Policy and Research Division, in collaboration with the Ministry of Legal Affairs and other Ministries perform the functions that allow Grenada to ratify or accede to Conventions, Agreements and Protocols.

PROTOCOL AND CONSULAR DIVISION

This is the most visible Division of the Ministry as it is responsible for Protocol and Consular matters among other functions including the coordination and arrangements for Conferences / Meetings / Workshops and the welfare of Grenadian nationals.

Specific tasks are as follows:-

Protocol Unit

  • Arrange for the Presentation of Letters of Credence / Introduction by Foreign Ambassadors / High Commissioners
  • Arrange for the accreditation of Foreign Diplomatic / Consular Representatives
  • Arrange for the accreditation of Grenada’s Diplomatic / Consular Representatives
  • Arrange for the travel abroad of the Governor-General, Prime Minister and Ministers
  • Arrange for visits of Foreign Dignitaries to Grenada
  • Arrange for National Social Events hosted by Government
Participate in and advise on
  • State and Official Visits
  • State and Official Funerals
  • Signing Ceremonies
  • Independence and Thanksgiving Celebrations
  • Remembrance Day Parade
  • Passing Out Parade
  • Provide airport courtesies to the Governor General, Prime Minister, Ministers, former Prime Ministers and Guests visiting Grenada.
  • Ensure that the relevant Government Departments adhere to the Articles of the Vienna Convention as it relates to members of the Diplomatic / Consular Corps.
  • Keep Grenada’s Overseas Missions and Consulates informed
  • Work closely with the Security Forces to ensure the safety of all visiting dignitaries
  • Assist and guide other Departments of Government in the planning of meeting and other events.

Consular Unit

  • Arrange for the issuance of visas for Ministers and Government Officials
  • Arrange for the repatriation of Grenadians overseas
  • Assist in the location of Grenadians missing overseas
  • To seek the interests of Grenadians abroad as it relates to arrests, imprisonment, etc.
  • Provide notarization service to member of the public (marriage, birth, death and school certificates)
  • Arrange for the visits of research ships, naval vessels and aircrafts
  • Arrange for the exchange of convicted offenders.

Other Arrange training seminars for members of the Protocol Staff and Public Service / Civic Organizations (at the latter’s request)

GRENADA’S OVERSEAS MISSIONS

Grenada has seven full Missions abroad – Washington D.C., London, Brussels, Caracas, Havana, Beijing, and New York (United Nations).  Grenada also partners in a joint Mission and the Organization of Eastern Caribbean States in Ottawa, Canada.  Additionally, Grenada operates Consulates in New York and Toronto.

The Missions have lead responsibility for promoting Grenada’s foreign policy abroad with the host country, within organizations such as the Organization of American States, the United Nations and the Commonwealth Secretariat.

In order to broaden its scope of influence and opportunities, the Government of Grenada has implemented a policy of appointing Honorary Consuls, Ambassadors-at-large and Trade Commissioners ain strategic locations around the world.  These persons are appointed to secure benefits for Grenada and to assist Grenadian nationals in difficulty, without added cost to the Government.

It can be concluded therefore, that the Ministry of Foreign Affairs is expected to play a pivotal role in National development.  In this rapidly changing world, driven by globalization and trade liberalization, the challenge for the Ministry is to define the appropriate responses in order to bring benefit to Grenada.
