Cabinet decisions from meeting of 17th December 2012:

  • Cabinet granted approval, as a matter of policy, for the Ministry of Housing, Lands and Community Development to grant permission to persons occupying crown lands for over (10) years as informal settlers, to access water to their property pending the regularization of their tenure.
  • Cabinet approved the proposed Agreement for the provision of technical support for Maritime Security under the Caribbean Basin Security Initiative (CBSI).
  • Cabinet approved the Education (Early Childhood Education) Services Regulation 2013 to be signed by the Minister for Education and Human Resource Development and gazette for implementation.
  • Cabinet noted the content and implications of the United Nations Resolution A/66/2009 on “Promoting the Efficiency, Accountability, Effectiveness and transparency of Public Administration by strengthening Supreme Audit Institutions. Cabinet directed that the necessary steps be taken to have the Resolution fully implemented.

 

Cabinet Decisions from Meeting of  7th January 2013

  • Ministry of Finance, Planning, Economy & Energy, Cooperatives

Cabinet considered and approved the Provisional General Warrant 2013 for signing by the Minister for Finance.

The Provisional General Warrant grants approval pending the approval of the 2013 Estimates of Revenue and Expenditure and the issue of the General Warrant for the State to incur expenditure for the continuation of certain services which existed on 31st December 2012. These include the payment of normal salaries and increments, allowances and pensions.

The above is in keeping with Section 31 (1) of the Public Finance Management Act Cap. 262B of the Continuous Revised Laws of Grenada 2010.

Cabinet was apprised by the Minister for Finance, Planning, Economy & Energy and Cooperatives on the status of the Mt. Hartman/ Hog Island Project. Cabinet noted that most of the conditions precedent to the implementation of this project were being addressed and that negotiations with the proposed developer continued.

Cabinet agreed that the Attorney General Chambers will peruse the proposed general contract to be signed with the proposed developer and make recommendations for its consideration.

  • Ministry of Foreign Affairs

 
Cabinet approved the signing of a Memorandum of Understanding (MOU) for the establishment of bilateral consultations between the Ministry of Foreign Affairs of Grenada and Ministry of Foreign Affairs, Trade and Integration of the Republic of Ecuador. The MOU envisions collaboration and dialogue in the areas of trade, economics, science and technology, culture, information, sports and tourism. It allows for structured bilateral engagements in areas related to Grenada’s transformational sector either directly or indirectly.

  • Ministry of Tourism, Civil Aviation and Culture

Cabinet on the recommendation of the National Celebrations Committee (NCC) approved a theme for the 2013 Independence celebrations. This theme will be unveiled by the NCC later on this week.

Cabinet also approved budgetary limits for activities associated with the observance of the 39th Anniversary of Independence.

  • Ministry of Works, Physical Development and Public Utilities

Cabinet was updated by the Minister for Works, Physical Development and Public Utilities on the status of the Grand Bacolet Juvenile Centre Rehabilitation Project. There is an ongoing dispute with that project which is currently under mediation. Cabinet noted that the Court appointed Referee had submitted a Report and by order dated 10th October 2012 the parties had agreed to undertake an accounting exercise to determine actual payments made by the Government to the Contractor with the intention that it would solve the proceedings. Cabinet agreed to await the final consent order/ court order in the matter.
